How to reform the H-1B program without triggering accusations of racism.

Companies who want an H-1B worker have to swear on their grandmother's graves that they searched high and low for a qualified American citizen to fill the the position and did not find one. Furthermore, if they don't get the person they requested, their company will collapse into ruin.

Imagine that every H-1B hire gets an instant Green Card. Now they're free agents. Naturally the company has no problem paying them a generous salary that will insure they can't be poached by competitors, being that they're irreplaceably valuable, right?

That would help a lot.
Good idea about the green card. If you can get a job and you have skills, why should you basically be completely captive to this one employer who can now treat you terribly and threaten you with deportation if you complain?
You know who did that? Trump. He'd hire foreign construction workers, exploit them, and threaten deportation.
and that's like #88 of the worst things our next president has done.
