Gov. John Carney: Fix budget, update Coastal Zone Act

State government needs to make tough decisions this year, whether it's raising taxes and cutting back government or "modernizing" the Coastal Zone Act, Gov. John Carney told legislators Thursday.

"I know that all of you in the General Assembly are tired of sitting here year after year talking about how we can climb out of another budget hole," Carney said in his first major address to legislators. "Some things are beyond our control, but this one is not. It’s within our power, this June, to put ourselves on a more sustainable financial footing."

Thursday's address to the joint House and Senate was his chance to lay out his priorities for the year, similar to the annual "State of the State" speech. It came a week after he unveiled his "budget reset" plan to fix the state's $386 million fiscal hole.

The governor is seeking cuts across state government, including to schools and employee health insurance. He also is seeking hikes to the corporate franchise tax, cigarette tax and income tax, including the elimination of all itemized income tax deductions.
