Rhode Island bill would put 10-year statute of limitations on unpaid tax enforcement

The Rhode Island Senate is set to vote Wednesday on legislation that would block state tax collectors from going after newly discovered debts that are more than a decade old.

Accountants and business groups have lobbied for a 10-year statute of limitations on taxes for years, but it has seen little traction in the General Assembly until it passed the Senate Judiciary Committee on Tuesday.

How much the 10-year limit would cost the state in lost collections is not clear. Lawmakers did not request a fiscal analysis of the bill and the Department of Revenue has not volunteered an estimate.

Gov. Gina Raimondo’s administration has not taken a position on the bill, which is supported by the Greater Providence Chamber of Commerce, the Rhode Island Business Coalition and the Rhode Island Society for Certified Public Accountants.
