Casper city manager says he can nearly balance city budget without layoffs; details yet to come

Casper’s city manager has plans to save the city millions of dollars this year without any layoffs, he told the city council Tuesday night. Exactly how remains a little unclear.

City Manager Carter Napier is recommending the city council approve a budget amendment that would include a variety of cuts and revenue increases including not filling vacant positions and an unexpected sales tax bump of about $680,000.

When Napier began his tenure about four months ago, the Casper City Council tasked him with reigning in spending and reducing the approximately $4 million in reserves being used in the budget.

“The amendment does balance the budget,” he said, adding that the city would need to spend $88,000 from reserves. Napier called that money a “casualty.”
