People who deferred their tax losses into the New Year make the dump on the first trading day. Buyers wait for that to clear. Sometimes the sour mood continues for a few days, or ten days. That being said tax losses were few last year because the market ran up to all time highs.
A new year that begins with a rally sees a pullback late January.
