For the reasons you mentioned, he doesn't have to campaign anymore. But he still has a need to be loved, so he can still be manipulated: “Sir, people will see you as a hero if you increase Social Security payments.” Of course, no one close to him will say that.

Once he does something unpopular or consequential and his numbers drop, he might be motivated to make a change. It won't be as urgent as winning 2024 was, to stay out of prison. But it will still nag at him that people don't love him like they “should.”
