They are the party in control. Note that it's a given here that the general public is incapable of understanding even the slightest nuance as regards the way government functions. I don't think that's in contention IRL. Ultimately, then, the party that has the ability to keep the government "open" will inevitably be the majority party. If it "shuts" it's clearly their fault.

Hasn't it always been such? Is there a modern example that refutes that contention?
