the non-voters, imo. You are not going to change the minds of MAGAt no matter how hard you try whereas there is a real chance, especially under the current crisis, you CAN convince those non-voters to change and actually vote. The percentage of non-voters needed to be impactful to the outcome of an election is relatively small but essential, imo.
