I don't think they have thought this out very well.

I would love to see a few busloads of trans activists visiting the Capitol while the House is in session. First day they go into the restrooms that match their gender identity. As they are not known trans folk there would likely be no notice or uproar.

The next day have transmen in the women's rooms and transwomen in the men's rooms nearest the House chambers, just hanging out, staring, may be taking selfies.

The members, their aides, the staff, and the general public might all start asking questions.

Both days together would make for an educational experience and a very interesting discussion point.

Just my thought.
