It just means they have gone through a background check appropriate to the level of information they could potentially have access too. Just like the contracted cleaning staff, researchers studying some military history data and vendor equipment maintenance staff as a few examples. Personally I'm pretty sure a 19yo kid who has previously been suspected of stealing data shouldn't have a clearance.
