the congestion in baton rouge at the mississippi river was unbearable. people who live and work in baton rouge put up with that every day.

if i 49 is completed we can cross the river at new orleans, and cruise up the west bank, avoiding that mess.

on the other hand, it is our state legislature, so they will probably spend the money to "attract business" which never comes or to fight the culture war.
