I agree. You hit the nail on the head. And thanks for confirming what the reason was for plugs in shotguns. I remembered that from younger days. But when you don't actively pursue a hunting activity, I tend to forget certain points. Based on some of the latest shooting violence, it seems the only way is full registration and no private sales. To me all that is needed for hunting is a pump action, a lever action, or a bolt action. To go beyond that join the military. Even with the above action, it'll still take years to flush these out of these weapons for melting down. At this point I'll take the opportunity to keep my mouth shut.
