3. Yes, perhaps there needs some way to make sure that we can validate signatures but...

... I really wonder if they are "selectively" validated in places like Clackamas County where we had incidences of tampering with ballots last election. That's one problem that is perhaps a bit harder to do right when people aren't present to insure that their identity is validated when they vote, unlike a back room where mailed in ballots are counted.

I think this vote should serve as an example of why it is important that the process is done right and adequate oversight is provided for the counting process, since with that number of ballots being thrown out, it shows clearly that there is room for election fraud to have taken place, that could make a real difference in how a vote goes, whether there was fraud or not.
