And then the system was enforced with force from above. A religion is supported by many true believers, and if the numbers fall or don't reach a certain point, then it is a cult. I think most people in Soviet Russia then from the mid 20th Century on don't believe in Communism. The big religions are full of true believers, which to me is more dangerous, considering the power they have.
