Could this apply to other things that require ID

Like boarding an airliner, buying alcohol, getting a fishing license, etc?

If if disproportionally affects the poor and minorities in voting doesn't it affect them in many other areas as well?

They lease areas

And the consumer pays the taxes on the end product is pretty much how it works now. Sure they could be taxed somehow on production but the consumer would just pay more so the company could maintain their profit margin.
