Democrats are over-represented in the list of inactive voters. Voters usually end up on the list because a) they did not vote in either 2020 or 2022, or b) a mail piece from the Supervisor of Elections was returned as undeliverable. In my county we have texted all the inactives with cell phones, robocalled all the inactives with landlines, and sent postcards to all the inactives without a known phone number. We now have a phone bank reaching out to them. They will each receive two more mail pieces from us- a postcard urging them to sign up for vote by mail and a slate card before the start of early voting.

They get more attention than average voters because they are the most obvious source of the additional votes that we need.

but tomorrow it could be anywhere. (I’m in CA.). They send us where we’re needed. If you’d really like to make calls in your state, I’ll bet you can look up your Democrats’ Voter Protection Team.
