In the 2010s, he was the congressional point-man for the neo-con effort to turn back the Latin America "pink tide" - the wave of progressive (but not far-left) governments that had taken office across the region on or after 2003.
Most had taken office in the wake of socio-economic and foreign debt calamities left over from the RW era in the region (1989-2003, approximately). And to the neo-cons' chagrin, most had presided over a decade of strong growth - which, for once, percolated down to the majority.
So what's a neo-con to do? They came with the "idea" of simply using local toadies (in Latin RW cable news, mainly) to convince voters not to believe their lyin' eyes.
"It's all a mirage!" the refrain went. "And the numbers are (drumroll...) fake!"
("besides" - they'd dog whistle to white voters - "who do those people think they are, thinking they can afford things!" )
So all Little Narco's doing simply importing the tactic stateside. Because it's all they know how to do: distract, delude and deflect.
