They've had several different actors doing it and it's always lame, so it's probably more the fault of the writers. The folksy Bidenisms are fine, but they always pull in an element of old and doddering, which is supremely unfair.

There are plenty of ways they could portray him, but they've always gone for the cheap shots of age and infirmity.
