He wants a free for all "Just in Time" reactive Administration, that flexible pay/spend as you go type governance that depends on political whims and projects instead of long term strategic policies or regulations to ensure public safety and welfare.
He can't wrap his head around anything but start-up or R&D project management. That's where he got stuck in his early career. Never learned how to manage sustainability or lifecycle. He's fallen upwards ever since, riding on coat-tails of other "idea" people.
Because he doesn't care, so long as he can walk away and leave his clients to gain massive profits over the first year or two. After that, he'll come up with a new disaster fixing plan to profit his clients some more.
No thought to a future sustainability needed.

But first, he needs to get rid of regulations and Bureaucratic "slow downs" to implement his genius plans.
