Trump had no idea who to trust in 2016 and relied on the Republican Party for information on appointees. Many of them later famously butted heads with Trump for pushing back against his crazy ideas.

He will not make that mistake again. He has taken over the GOP and has made it clear that all political appointees will be tried and true Trump loyalists.

He's term limited after 2026. Appointing himself, or resigning and haven the Lt. Governor appoint him, would give him a leg up as the incumbent in the 2026 special election and the 2028 regular election.
