17. Horrid. Can recall when the Duvaliers were ruling Haiti. "Papa Doc" reigned from

1957-1971, and was followed by his son "Baby Doc" from 1971-1986. They were both widely criticized for their cruelty, and Baby Doc was eventually run out of the country. But now, their governments seem humane by comparison.
