... the only good Cabinet Secretaries are the ones who sit quietly in meetings while Chump does all the talking. Nobody ever disagrees with him or expresses an independent opinion. While talking to the press (never a good idea) the Secretaries uniformly sing Chump's praises.

Bob will never do any of this, and therefore he won't last long as a secretary in Chump's cabinet.
