You complain to the manager--you lodge a complaint--it's not like you're taking your complaint providing it with temporary quarters. (Not all lodgings are comfy, by the way.)

Polysemy. A word doesn't make sense, you rummage through the ol' mental archives to find one that makes sense rather than seeking one that's as absurd as possible.

Lodge:

: to beat (a crop) flat to the ground

What is an immigration detainer?
An immigration detainer is a request from ICE that asks a federal, state or local law enforcement agency — including jails, prisons or other confinement facilities — to:

Notify the requesting agency as early as possible before they release a removable alien.
Hold the alien for up to 48 hours beyond the time they would ordinarily release them so DHS has time to assume custody in accordance with federal immigration law.


Some press-prominent stories have pivoted on the use of detainers--whether the local authorities received one, whether it was all in order, or, in some cases, refusals to honor a detainer or even rush discharging somebody held on suspicion so the immigrant would be on the street before the detainer reached the right police force personnel's hands. Maybe it was in the works and not sent to the police, maybe it was received by somebody who sat on it for an hour so the immigrant could be released before it was walked down the hall.

Either that means they spelled detainees wrong or they're telling us how many agents they've put up in hotels.
