Isn't he the Commander in Chief? Could the Group have called the attacks on the Houtis by themselves without his knowledge?

AND he has a cult-leader hold on his flock that Vance won't be able to match. Probably Vance could do more damage than Trump by virtue of being considerably smarter, but his lack of charisma will hold him back. At least if there's a serious crisis that actually requires some brains to sort out, I do think the nation would end up faring better under Vance in that particular context. Also I think probably Vance cares about at least his own family, so he'll care if they have a future, unlike Trump who is incapable of loving anyone but himself and could not conceive of caring about what happens to others after he dies
