Could have just been doing whale shit, and happened to land on the floaty fiberglass toy with the squishy little bit of human in it.

The fisherman had seen a whale breach several times, that's why they were filming. From the few articles I've read, this sounds like typical feeding behavior.

Sara Morris, of the University of New Hampshire Shoals Marine Laboratory, said the whale was likely lunge feeding when it came in contact with the boat.

"I think one of the key things is that when whales are sighted to encourage boaters to keep their distance," Morris said. "The whales are moving around underwater and coming up, potentially in an area different from where they went down, and we want to give them as much leeway as we possibly can to avoid a situation like what you see here."

They have no malicious intent. As with juveniles of all species, bored teenagers can into trouble while just looking for amusement. If you open the link, be sure to read through toward the end where a different pod of orcas wore salmon hats as a fashion accessory, a fad started by the juveniles.
