He's talking about the proposed change in British copyright law to allow tech companies to train their AI models on any copyrighted intellectual property they can grab, without permission or payment, until a creator discovers their work was stolen and notifies the AI company that they want to opt out. This idea is being peddled by the Labour government (as liberals they should know better) as necessary for AI companies to be successful there.
AI companies are trying the same thing in the US, with OpenAI even telling Trump it's necessary for "national security" - and of course finding ways to funnel lots of money to Trump.
Btw, although Fil in his second video is hoping that common sense has prevailed in the UK, this is NOT settled yet, even though there is pushback against the loony plan to legalize mass theft, and that pushback is encouraging.
