Instead of prosecuting him, they form a task force to catch the all the criminals this guy has on his "Black List" of underground figures.
Of course, the gangster is manipulating everyone around him, and the lines between his criminal activities and the task force get blurry.
Entertaining, and I enjoy it, but some of the plotlines get pretty outlandish.

I enjoy it. It gets a bit outlandish at times, but it is entertaining. I think I've watched all but the latest season.
