Arizona Proposition 135: What does the ballot measure on emergency declarations do?

Arizona governors would need permission from the Legislature to extend certain types of emergency declarations longer than 30 days if voters approve Proposition 135 this year.

The proposed constitutional amendment grew out of concerns that governors across the nation, including in Arizona, wielded too much power during the COVID pandemic by declaring states of emergency. Republicans in Arizona two years ago enacted a time limit on such emergency powers, but the amendment would go even farther if it is approved by a majority of voters in November.

While supporters of the amendment say it offers a check and balance on the power of the governor, opponents say it hamstrings the state's ability to respond in emergencies.
