Permanently Closing the Upper Great Highway to Private Vehicles to Establish a Public Open Recreation Space

The measure would close the portion of Great Highway along Ocean Beach between Lincoln Way and Sloat Boulevard and turn it into an oceanside park. The highway first closed to traffic during the height of the COVID-19 pandemic shutdown, and has since reopened in a hybrid pilot program in which it is open to traffic during the week. This measure would make the closure permanent.

Argument for: The highway has already lost most of its utility as a thoroughfare since the portion south of Sloat was closed earlier this year due to coastal erosion. Without that, there are only two entry/exit points for the road — at Lincoln and Sloat — and closing the highway altogether wouldn’t affect traffic much overall, according to Supervisor Joel Engardio. Closing it would also have environmental benefits and could be a boon to local businesses and residents with greater access to the area.

Argument against: The closure of Great Highway would affect traffic conditions, particularly for residents of the Richmond and the Sunset neighborhoods. Closing Great Highway to cars permanently would push traffic onto nearby residential streets and create potential issues such as congestion.
