There's one important element of California's school bond measure that no one is talking about
Californias official voter guide advises that a yes vote on Proposition 2, a statewide bond measure to fund school facilities, would let the state borrow $10 billion to build new or renovate existing public school and community college facilities.
Virtually every nonpartisan voter guide and newspaper editorial board endorsement of the measure uses forward-looking language to tout the new projects the money could fund in the future for schools in desperate need of upgrades.
This information about Prop 2 leaves out an important element of how, for better or worse, school funding works in California. Yes, the bond will fund new projects, as well as efforts to repair or upgrade existing buildings.
But if it passes, the money will also go toward paying off projects that were completed long before voters ever considered the measure.
