Anthony Todt of Colchester, Conn., confessed to killing wife, children and dog

Facing mounting financial pressure, Anthony Todt of Colchester killed his wife, Megan, 42; his sons, Alek, 13, and Tyler, 11; his daughter, Zoe, 4; and family dog, Breezy, at their house in Celebration, Fla., according to law enforcement and court records. Authorities took Todt, 44, into custody when they encountered him at the home at 202 Reserve Place Monday. He was arrested Wednesday on a warrant charging him with multiple counts of homicide and felony animal cruelty.

Deputies were at the house Monday helping federal agents who were serving an arrest warrant from the U.S. Department of Health and Human Services, which has been investigating Todt for an alleged health-care fraud scheme through his physical therapy business in Connecticut, Gibson and court records show. In an affidavit made public Wednesday, federal officials accused Todt of fraudulently billing tens of thousands of dollars worth of therapy appointments that never actually took place.

Anthony and Megan Todt were both physical therapists and worked together at the Family Physical Therapy practice, which has offices in Colchester and in the Westchester section of town. While Megan and the children moved to Florida, Anthony worked at the practices in Connecticut during the week and would commute almost every weekend.

Behind the picture of a happy, friendly family painted by friends and neighbors in Connecticut and Florida, state and court records show Anthony Todt was part of federal and state fraud investigations, had unpaid bills and eviction notices. In addition to the federal investigation detailed Wednesday, Anthony Todt is under investigation by Attorney General William Tong’s office under the state False Claims Act, which also addresses fraudulent medical assistance claims by providers, a spokeswoman confirmed Tuesday. His license to practice physical therapy in Connecticut also expired at the end of September due to non-renewal, state records show.

The family was being evicted from their Florida home at the time they were killed and the landlords for Family Physical Therapy’s Westchester office began the process of evicting the business from its Middletown Road location last week. In both cases, rent had not been paid for December or January.
