Malloy Offers Legislation to Help Homeowners Plagued With Crumbling Foundations

Hundreds of homeowners troubled by failing concrete foundations would be eligible for interest-rate subsidies from the state for repair loans under new legislation being proposed by Gov. Dannel P. Malloy.

The governor's bill also would allow cities and towns to borrow money with state guarantees as a way of raising money to offer financial help to the nearly 500 homeowners whose foundations are failing in 23 communities.

Municipalities participating in the proposed program also would be able to waive building permit application fees for homeowners seeking to repair failing foundations caused by the concrete problems.

But a spokesman for a homeowner's group and a key lawmaker said they are looking for far more state action, including substantial funding to provide financial relief for people whose homes are in jeopardy as a result of the crumbling concrete.
