The inspections shown are for HVAC systems. No building is going to fall down for that. Maybe some humidity and mold problems but nothing that will collapse the building. Don't get me wrong, it is a disaster if the HVAC gets messed up but the concerns in the piece are misdirected.

Having said that, this is highly illegal and someone will end up in deep trouble.

It just makes it harder for the rest of us trying to do the right thing ( I am an Engineer). It just ends up with more difficult rules and higher hoops to jump through for everyone else.
