Former Eddyville treasurer claiming amnesia in theft case, ordered to inpatient mental health treatment

EDDYVILLE — A Pope County judge has remanded the former treasurer of Eddyville accused of stealing a large sum of cash from the tiny village to the custody of the Illinois Department of Human Services for inpatient mental health treatment.

The defense attorney for Kim Smith, 58, of Eddyville, has argued in court documents that Smith is not fit to stand trial because she is suffering from retrograde amnesia and has no memory of the period of time during which she is alleged to have stolen from the village.

On March 13, Judge Joe Leberman signed a finding of unfitness to stand trial and ordered her to undergo treatment. She is to be held in jail while DHS determines placement for Smith, according to the court order.

Law enforcement and others familiar with the case say she forged the name of the mayor on checks that she cashed for herself. A village official, who asked that their name be withheld, said previously that Smith was elected to the part-time position of treasurer in the spring of 2013 and that about $80,000 went missing from that time through her termination in early 2016.
