As evidenced by their story about Iowa being the 9th most free state according to the Cato Institute;

The Cato Institute released its 2016 rankings for "Freedom in the 50 States." The authors look at a wide range of indicators that fall into three broad categories: fiscal policy, regulatory policy and personal freedom.

“We have a relatively traditional American understanding of what freedom is. It's the ability of individuals to use their life, liberty and property as they see fit," said William Ruger, an author of the study.

Ruger says he spent over a year comparing each state's policies affecting economic and personal freedom.

“These states are laboratories of democracy," Ruger explained. "They are experimenting with different policies and there's not a one size fits all approach.”

No where does KCRG even bother to explain who or what the Cato Institute is.

Fiscal: Trim spending on areas where the state spends more than the national average – education, hospitals, highways, and public welfare – and use the savings to trim property, sales, income, and motor vehicle license taxes.


Here I was thinking that spending kept the state from being a hell hole.

Seriously national average on hospitals and public welfare - look at the make up of the state (a higher per capita of elderly). You know the same elderly who need hospitals and the Medicaid spending for nursing homes.
