Report: Ex-TARC director misappropriated $228K, offered an employee a promotion for sex
LOUISVILLE, Ky. In his 14 months as TARC's (Transit Authority of River City) executive director, Ferdinand Risco Jr. committed multiple acts of sexual misconduct and "severe financial improprieties" that led to "one of the worst periods in TARCs 46-year history," according to an internal investigation released Tuesday.
Risco left town the night of Feb. 11, that report states, after Louisville Deputy Mayor Ellen Hesen told him he was "done" and asked for his resignation. Mayor Greg Fischer announced the resignation the next day.
The report states that TARC had the opportunity to stop Risco much sooner.
It says that Risco's first instance of sexual misconduct was reported to a compliance officer in April 2019 a full 10 months before his ouster. But that officer "failed to carry out her duty to promptly investigate or report" it until January 2020.
