Frankfort Police Department placed woman in mans home despite his four-decade rap sheet
A Frankfort detective has denied knowing the violent criminal history of the late Thomas Ellison, whom detectives arranged for a young woman to live with in 2015 while they considered using her as a confidential informant.
However, court records indicate the Frankfort Police Department — including both the detective’s father and the police chief — had worked cases since 1975 involving Ellison, who was stabbed to death by the woman police paid him to house.
Last month, Franklin Circuit Judge Phillip Shepherd criticized the police department and Detective Bobby Courtney for failing to disclose to prosecutors the department’s relationship with former Paris Police Department confidential informant Meisha Nichols.
Shepherd admonished police for arranging for Nichols, who had a history of being both physically and sexually abused, to stay with Ellison, who Shepherd said had a long criminal history that included multiple instances of violence against both women and men.
