Massachusetts ballot question guide: What to know about the history, potential impact of each item

Question 1: State Auditor's authority to audit the Legislature

Summary: A yes vote would specify that the State Auditor, which is part of the executive branch, has the authority to audit the Legislature. A no vote would make no change to the auditor's legal authority, which does not currently permit the office to probe the legislature.


Question 2: Elimination of MCAS as high school graduation requirement

Summary: Voters are being asked whether the state should eliminate the requirement that students pass the Massachusetts Comprehensive Assessment System tests in mathematics, science and technology, and English in order to receive a high school diploma. If the yes vote wins, the proposed law would instead require students to complete district-certified coursework demonstrating masteries of state academic standards.


Question 3: Unionization for transportation network drivers

Summary: Should drivers for transportation networks including Uber and Lyft have the option to form unions to conduct collective bargaining regarding wages, benefits, and terms and conditions of work? A yes vote would grant this option while a no vote would make no change to the current state law.


Question 4: Limited legalization and regulation of certain natural psychedelic substances

Summary: Approval would allow anyone over age 21 to use certain natural psychedelic substances, including so-called magic mushrooms, under licensed supervision. It would also allow individuals to grow and possess limited quantities of those substances in their homes and would create a commission to regulate those substances.


Question 5: Minimum wage for tipped workers

Summary: Question 5 would gradually increase the minimum hourly wage that an employer must pay to a tipped worker over five years, reaching 100% of the state minimum wage in 2029. Currently, the minimum wage in Massachusetts is $15 per hour, while the minimum for tipped employees is $6.75 per hour.
