as to what was to come. I believe Governor Inslee told Gretchens people what to look for. Her initial order came before a lot of deaths that were known at least. But using the CDC guidelines our initial tests were about 1.2 positive for every two tests. Testing was very limited because she could not get adequate test kits. We got almost no help from whitehouse in warnings. Inslee had told her Trump would try to hide the numbers. He had at one point told Inslee to stop testing when they found it in children. I think that was about the time Trump called Inslee a snake. A certain minority has willfully broken the rules also. My little county as of yesterday had 17 deaths and is a rural hot spot. We still don't have enough testing. Hope that answers a few of your questions.

Best guess is there is a very small amount of tests available so they have only been given to the absolute worst cases.

If you only test the people who are already hospitalized or in risk of ICE then there is goingto be a very non-representative sample of people getting a test.
