Minnesota auditor looking at North St. Paul's spending after city manager quits
The state auditor is investigating North St. Paul’s finances following the June resignation of its city manager, who admitted to charging $2,400 in personal expenses to the city and failing to provide receipts for more than 150 charges on a city-issued credit card.
Council member Scott Thorsen says that after the council refused to take a close look at Scott Duddeck’s spending, he reported his concerns to the state auditor’s office. The state auditor requested all credit card transactions initiated by city employees since 2018, and the city provided those records on June 22, interim city manager Brian Frandle said in an email. The auditor’s office didn’t give a timeline for finishing the audit, he said.
“In gathering the information, we have not found any foul play with the charges on the city credit cards,” Frandle said in an email.
A spokesman for the state auditor’s office said the office can’t confirm, deny or comment on any examination until it’s complete or a public report has been issued.
