So many police and so many police cars, why didn't they choose a parking/standing place by the neighborhood stores not the homes?

The population of the city was very upset and wanted to show that. The police getting involved would have made it worse and possibly cause some deaths. Now that things have settled (SOME), now they can analyze everything and arrest those that looted the stores and homes.

Tiny, a couple of stores -15 districts of police- could have prevented 9 (NINE!) crimes.
