"The victim, a 14-year-old female who gave birth on July 26, 2024, to a girl with an unknown father. The victim would have gotten pregnant when she was 13-years-old.
On September 9, 2024, I recieved a phone call from Children's Mercy who advised the genetic testing results had returned on September 9, 2024, and it showed there was a 1st degree relative with 23 percent relationship with parent which is high.

"Ronald M. Heffley is believed to be a danger to the victim because he is her father and a danger to the community because he has previously been arrested and convicted of operating a vehicle without a license on two separate occasions, endangering the welfare of a child on two separate occasions, staling, forgery, second degree burglary, theft, and property damage."
