Utah and Washington D.C. without too much of a struggle. Making Honolulu the official capital of the nation and caring out a new Hawaiian massive entity. Gotta watch out for California and Texas though; I think they're plotting against us!

...our spies were hidden amongst our economic refugees and gamblers. They meet clandestinely with their handlers at plate lunch joints.
They were that bunch at the Imperial Palace slots, pretending they knew how buffets worked...you don't have to say yes, just quietly rap on the table if I'm right.
