Las Cruces city manager asks senior staff to sign at-will employment contract

LAS CRUCES — Las Cruces City Manager Stuart Ed, whose management style has been described as “hard charging” and “intimidating,” is now asking senior staff to sign at-will employment contracts that enable him to fire them for any reason.

That represents a fundamental change from previous administrations and an unusual move when compared to other cities, according to experts.

So far, Ed has only asked department heads and senior staff in the city manager’s office who have been hired or promoted into those positions since he took over in November 2016 to sign at-will contracts. To date, five department directors and five other senior staff have signed such contracts.

“I felt it was a benefit for the city,” Ed said when asked why he implemented the change, “in the event that a department head decides they need to move on or things aren’t being accomplished as efficiently and effectively as we hope.”
