Dead men tell no tales?

On the local Albuquerque news tonight the newscaster said:
"Police are currently investigating the discovery of a body near the intersection of ____ and ____.
We do not yet know if the dead person is a man or a woman, according to the victim."
So ...... the dead person isn't telling?

In other words, the body was too badly decomposed to tell...

Otherwise, yes, the dead person isn't talking.
