New York governor: State to limit where guns can be carried

ALBANY, N.Y. (AP) New York will allow people to carry firearms into many places of business only if the owners put up a sign saying guns are welcome, Gov. Kathy Hochul announced Wednesday, describing a deal with state legislative leaders that is being finalized.
Hochul said lawmakers have agreed on the broad strokes of a gun control bill that the Democratic-led Legislature is poised to pass Thursday.
The legislation hurriedly finalized after the U.S. Supreme Court struck down the state's handgun licensing law will include provisions that make it harder to qualify for a permit to carry a gun outside the home, require 15 hours of in-person fire range training, and create more rules around firearm storage in homes and vehicles.
Hochul and the fellow Democrats who control the Legislature also plan on creating a comprehensive list of sensitive places where the average citizen will be banned entirely from carrying firearms, including government buildings, hospitals, schools and public transit.

New York Senate passes bill to ban guns from Times Square, mass transit
The New York State Senate passed legislation Friday that would ban the concealed carry of guns in a "sensitive location," including Times Square and all mass public transportation. The legislation was introduced earlier in the day during a special session.
The bill comes after a Supreme Court ruling overturned a state law that limited who could get concealed carry permits to people who had "proper cause."
"While this ruling issued by the Supreme Courts conservative majority invalidates the concealed carry permit restrictions, the decision allows states to issue licensing requirements for carrying a firearm. In light of this decision, the Senate Majority is taking action to address the invalidated provisions and counter the potential effects of this ruling on public safety," the New York State Senate Democratic Majority said in a statement.
Sensitive places where guns cannot be carried include the subway, trains, buses and ferries, as well as government buildings, houses of worship, schools, libraries, public playgrounds, public parks, zoos, homeless shelters and polling places, according to the legislation.
