No other location in the Legislative Complex may be used or reserved for this purpose. Only one reservation may be issued for this location on a given day at a given time. I don't think a parade right past the legislative building should cause too many concerns about assembling. I guess make arrangements with Raleigh police to close off a few roads then...
So if they're looking to stifle protest then it's not very effective. The restrictions will be worked around.

Hundreds got arrested last year. Hundreds may do so again. Not sure the Tealiban's little ALEC-inspired hizzy fit is going to change that.
