10 days before Kasich’s second term ended in mid-January, state Medicaid officials notified counties that the matching rate for administrative expenses would drop to 50 percent on July 1, the start of the new state fiscal year.
The state initially predicted a resulting drop in funds of about $2 million statewide, later updated to $2 million per quarter statewide, although counties expected to lose twice that, The DeWine administration then announced Friday it would retain current funding through December.

The problem, according to Potts, is counties have different structures for how they administer Medicaid. Some counties have shared employees that handle the health-insurance program as well as food stamps and other benefits for the poor and disabled. Some counties have dedicated workers focused on just one service.
Making the funding cut harder to accept was that there was no federal directive or audit finding or even a budget need that prompted the cuts. Rather, Potts said, state Medicaid officials following a regular review just questioned whether counties were receiving more of the enhanced administrative match than they should, but did not communicate with counties about it before announcing the funding change.
In Franklin County alone, Job and Family Services Director Joy Bivens estimated an annual loss of $1.6 to $1.9 million in state matching funds, but because that aid draws additional federal dollars, the county stood to lose $6.5 million.
