Second largest state employee union ratifies four-year contract with guaranteed raises every year

The second largest of the state government employee unions has ratified the terms of a contract that provides at least one pay raise a year in each of its four-year life.

When combined, those seven raises total 16.75 percent – or nearly 18 percent when compounded.
