RI House passes gun limits: Ban on large-capacity magazines, minimum age 21 to purchase
PROVIDENCE The Rhode Island House has approved a ban on firearm magazines that hold more than 10 rounds of ammunition, after beating back efforts to "grandfather in'' large-capacity feeding devices already owned by Rhode Islanders.
In a night of acrimonious debate over gun-safety proposals, the House also voted to raise from 18 to 21 the minimum age for buying firearms, and to prohibit the open carrying of loaded rifles and shotguns in public.
The high-capacity magazine ban was the most hotly contested of three proposals up for vote. Now headed to the Senate for votes next week, the proposed Rhode Island law would give those who own high-capacity ammunition-feeding devices 180 days to convert them, surrender them to police or transfer or sell them to new owners in states where they are legal.
Opponents of the proposed law which picked up steam in the wake of mass shootings in a Texas elementary school and a Buffalo, New York, supermarket last month tried to carve out exemptions in the course of a three-hour debate.
